Gao Xiqing is Vice Chairman, President & Chief Investment Officer of the China Investment Corporation and was previously vice chairman of the National Council for the Social Security Fund. He was initial appointed to the CIC as General Manager.
He is considered an expert in the financial legal systems of China and the United States. He worked on Wall Street for a few years. He also headed Bank of China (Hong Kong)'s investment bank. After graduating from Duke Law in 1986, Gao became the first Chinese citizen to pass the New York State Bar Exam
He is currently 55 years old.
Background
During the cultural revolution, Gao was assigned to do manual labor on a railroad. He also spent more the an year as a a bench worker in a artillery factory.
Starting in 1978 he spent the next eight years in various universities earing his B.A., M.A., and lastly his J.D. at Duke Law. After Graduting from Duke Law in 1986, he took the New York Bar and passed. As a result, he became the first Chinese citizen to pass the New York State Bar Exam. He then worked as an associate at Mudge Rose Guthrie Alexander & Ferdon, a NY law firm. He gained experience with the workings of the New York Stock Exchange and the Securities and Exchange Commission. He used this experience after returning to China in 1988, where he helped write the first securities rules that came into place in 1989.
During the 1990's he held various positions in the China Government and also at Bank of China.
He has a son.
